The operational milestone fulfills international regulatory conditions under AST SpaceMobile's operating license. The service uses the company's phased-array BlueBird satellite constellation in Low Earth Orbit, engineered to connect directly to unmodified 4G and 5G smartphones through large deployable aperture arrays that communicate across commercial cellular spectrum without requiring specialized hardware or external antenna adapters on terrestrial handsets.

Following orbital positioning maneuvers, the active BlueBird units will deliver continuous supplemental cellular coverage across Japan's main islands and mountainous remote regions. The network routes voice, messaging, and broadband data directly into terrestrial partner core networks, providing backup resilience during natural disaster events and extending coverage beyond traditional cell tower footprints. By integrating the high-power phased arrays into its LTE and 5G architecture, Rakuten aims to eliminate dead zones in rural prefectures and offshore maritime zones.

The partnership is anchored by significant equity alignment. Rakuten maintains a strategic ownership position in AST SpaceMobile, holding approximately 15.51 million shares, representing roughly a 5.3 percent stake in the space infrastructure developer. The expansion is supported by a 926 million dollar strategic funding allocation from the Japanese government aimed at strengthening national communication resilience, expanding emergency disaster response networks, and fostering international satellite infrastructure collaboration.

Competing national operators, including KDDI Corporation, SoftBank Corp., and NTT Docomo, have aligned with alternative satellite constellations, such as SpaceX's Starlink network, to deliver direct-to-cell supplemental messaging and broadband services. The Rakuten activation equips the operator with space-based coverage capabilities to challenge those rival domestic carriers, providing a technical differentiator in a saturated mobile market.

The launch marks a meaningful geographic expansion of direct-to-cell service beyond the United States, with Japan representing a major commercial market. Each new country activation serves as a data point on whether the technology scales globally, as AST SpaceMobile works to prove its commercial model. With the technology demonstration phase complete, the central question is whether Rakuten and AST SpaceMobile can convert the service into a paying subscriber base at scale.

To boost orbital capacity and increase coverage frequency over Japan, AST SpaceMobile is scheduled to launch three additional production-class BlueBird satellites on August 5, 2026. The spacecraft will lift off aboard a SpaceX Falcon 9 rocket from Cape Canaveral Space Force Station in Florida, with targeted launch timing set for 3:42 a.m. EDT. Upon successful orbital insertion and array deployment, the additional satellites will enter service within weeks, reducing latency and expanding the operational duty cycle of the service across Japan ahead of broader global commercial rollouts.
